Portsmouth City Council — the ‘Council’ — is seeking expressions of interest from suitably qualified and experienced contractors to provide an abandoned vehicle recovery and storage service.
The estimated contract value is GBP 30 000 per annum.
The Council is targeting to have awarded contracts by 20.3.2015 with subsequent start date of 1.4.2015.
The initial contract will run for a period of 5 years, with an option to extend for a further 2 years to a maximum of 7 years in increments to be agreed and subject to the performance of both parties.

II.2.1)Total quantity or scope:

The Council’s Parking Office has a legal obligation to remove abandoned vehicles and a supplementary requirement to remove vehicles which are in contravention of Driver & Vehicle Licensing Agency (DVLA) road tax, traffic infringements, the Council’s own parking restrictions and land ownership reasons. The Council may also remove vehicles that are in areas that are suspended for public/civic events held within the City.
By fulfilling these responsibilities the Council aims to deliver:
— A cleaner and greener City;
— Reductions in crime;
— Improved public transport efficiency;
— Greater levels of health and safety on public highways.
The services which will be delivered under this contract concern the removal and storage of vehicles that have been left in the open air within the Portsmouth area and on any other land owned by the Council. Where the Council has reasonable cause to consider the vehicle has been abandoned or requires a vehicle to be removed for any other reason, the successful Contractor will be required to remove the vehicle from the location using suitable plant, clean the site of all debris from the vehicle and take the vehicle to a secure storage facility for storage until authorised to release or dispose of the vehicle.
For vehicle collection purposes the successful Contractor’s identified storage facility should ideally be within 15 miles (24.14 km) of the Councils City boundaries and must be able to be accessible via public highway solely.
There are four types of service request that the Contractor must be able to deliver:
— Non-urgent — a vehicle removal which must be carried out within 48 hours of request;
— Standard — a vehicle removal which must be carried out within 24 hours of request. In general, requests for standard removals will be sent to the Contractor no later than 16:00;
— Emergency — a vehicle removal which may be requested outside of normal working hours and which should be carried within 120 minutes of request;
— ‘Immediate’ removal under investigation for parking contraventions in accordance of the Traffic Management Act (2004) — a vehicle removal that is required with immediate effect and which must be carried out within 60 minutes of request but ideally within 30 minutes of request.
The Contractor shall also be required to provide vehicles for removals of vehicles at Council held and Council assisted programmed events within the city. Vehicles removed during events are not required to be taken to the Contractor’s Storage Facility. Vehicles removed are normally to be recovered to a designated holding area identified by the Council and made known to the Contractor. Vehicle keepers will be notified by the Council of the location of their vehicle and no fees are required for the release of their vehicle.
The initial contract will run for a period of 5 years, with an option to extend for a further 2 years to a maximum of 7 years in increments to be agreed and subject to the performance of both parties.
