The works comprise internal alterations (including insertion of new stairs and lifts and extending the War Memorial balcony); external alterations and repair to stonework and windows; demolitions (including existing gallery roofs, rear gallery extension, and 1970’s office extension); the construction of a new rooftop gallery extension and roof terraces and the construction of a new extension to the north of the existing building to house education, gallery and support areas.
The procurement will be single stage tendering on a quality/price basis using a standard SBC Form of Contract, there will be minor specialist contractor designed portions within the tender document.
The on-site construction period is intended to be 21 months.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Public Contracts Scotland procurement portal (www.publiccontractsscotland.gov.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. The Contractor is required to take all reasonable steps to employ apprentices, and to report to the Council about the numbers of apprentices so employed and the wider skills training provided to them, during the delivery of the contract.
The Contractor shall take all reasonable steps to ensure that at least 5 % of the employees (including support staff or sub-contractors) used on the contract are on a formal apprenticeship programme or that at least 5 % of the hours worked in delivering this contract are worked by such persons.
The Contractor is required to make available to its employees working on the contract information about the Government’s Apprenticeship programme and wider skills opportunities.
The Contractor shall provide appropriate further skills training opportunities for employees delivering the contract.
The Contractor shall be prepared to discuss apprenticeships at contract management meetings and shall, in the course of the monthly contract management reporting, provide a written report detailing the following:
a) The number of persons (including support staff and subcontractors) employed on the contract during the reporting period;
b) The numbers of apprentices and new starts on apprenticeships taken on by the Contractor in direct consequence of this procurement process;
c) The percentage of all employees working on the contract who are taking part in an apprenticeship programme;
d) If applicable, an explanation from the contractor as to why they are not managing to meet the specified percentage target;
e) Actions being taken to improve the take up of apprenticeships;
f) Other training/skills development being undertaken by employees in relation to the contract, including:
— Work experience placements for 14 to 16 year olds;
— Work experience/work trial placements for other ages;
— Student sandwich/gap year placements;
— Graduate placements;
