These services will provide support through sufficiently trained and culturally aware support workers. The service will identify the individual support needs of service users, address immediate needs and establish links to other services that can provide longer term support.

The maximum block contract value for each contract is as follows:
— Accommodation based and floating support service for teenage parents – GBP 105,201 per year, giving a possible maximum of GBP 526,201.00 over a full 60 month term.
— Supported lodgings – GBP 130,000 with an additional maximum of GBP 32,500 per year, for 5 supported lodgings placements for looked after children that would be purchased on a spot basis. This will give a total possible maximum of GBP 812,500.00 over a full 60 month period.

Successful provider will have proven track record of qualification and experience as follows:
To provide accommodation and/or floating support to looked after young people, care leavers and young people at risk of homelessness to achieve independence:
— To provide a flexible and responsive service, able to step up and down support as needs and circumstances require.
— To support Service Users to develop the skills and confidence to live independently, and to access longer term sustainable housing.
— To actively support young people to access and maintain education, employment and training.
— To establish effective partnership working and to support young people to engage with services they need to improve their health and well-being, to stay safe, and to develop their independent living skills.
To provide a proactive mediation process to support young people to re-establish communication and positive relationships with their family where possible.
Promoting Service User’s choice, and seeking to maximise the autonomy of the Service User to have the maximum control over their own lives and service provided.

Deadline for Questions for the Pre qualification questionnaire is Noon on Friday 30.5.2014.
This contract will be let for an initial period of 36 months, with an option to extend for up to a maximum of 60 months, subject to satisfactory performance.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: Royal Borough of Greenwich has incorporated a minimum 10 calendar day Standstill period after notification to unsuccessful applicants of the awared decision. The period allows for unsuccessful suppliers to seek a debriefing from the Royal Borough before the contract is entered into and provide an opportunity to seek to challenge the award decision before it is implemented.
The Public Contracts (Amendments) Regulations 2009 provide for remedies through the High Courts (England, Wales and Northern Ireland) to be sourght by economic operators who suffer(or risk suffering) loss or damages as a consequence of a failure by the Royal Borough to comply with certain provisions of those regulations and/or certain EU community obligations relating to procurement. In summary, proceedings must be brought promptly and in any event within 3 months of the date on which groundsw for bringing proceedings first arise. The relevant court will have discretion to extend the deadline if it considers there is good reason for so doing.
