II.1.4)Short description:
The NPQs are a set of 4 qualifications designed to support the professional development of school leaders. The 4 qualifications are:
— National Professional Qualification for Middle Leadership (NPQML).
— National Professional Qualification for Senior Leadership (NPQSL).
— National Professional Qualification for Headship (NPQH).
— National Professional Qualification for Executive Leadership (NPQEL).
The DfE is inviting applications from schools and other organisations who wish to become accredited providers of NPQ courses by way of entry into Accreditation Agreements with the DfE in the 2017 to 2018 (English) academic year (September onwards).
DfE is looking for a range of providers to design, deliver, and assess one or more of the NPQs across England.
Providers will not be paid by DfE for operating under an Accreditation Agreement. However, providers accredited by way of an Accreditation Agreement will be able to charge participants who attend the NPQs courses they provide.

II.2.4)Description of the procurement:
Accredited providers will work within a flexible set of frameworks set out in the Accreditation Agreement that comprise:
— A Levels and Qualifications Framework.
— A Content and Assessment Framework.
— A Quality Framework.
While providers will be required to meet the expectations set out in the Quality Framework, including the provision of content that teaches the core knowledge and skills set out in the Content and Assessment Framework, they will have the freedom to:
— Develop and deliver any or all of the four NPQ qualifications at a national, cross-regional, regional, or sub-regional level,
— Develop and deliver bespoke, context-based content in or around all of the knowledge and skills detailed in the Content and Assessment Framework.

An Accreditation Agreement with the right to provide NPQ courses from the 3 years starting in the 2017 to 2018 academic year will be issued to successful applicants with annual break clauses.
Section III: Legal, economic, financial and technical information
III.1.4)Objective rules and criteria for participation
Accreditation will be awarded to applicants who can successfully demonstrate through their response to the application process that they are capable of delivering NPQs to the required standards. Applicants will be required to meet a set of mandatory criteria before being scored according to their responses to application questions.

This procurement relates to educational training services which fall within Schedule 3 of the Concession Contracts Regulations 2016 and, as such, it will be conducted under the light touch regime. The procurement may, subject to the quality of compliant bids received, involve the DfE entering into a dialogue with 1 or more suppliers.
