Description of the goods or services requiredThe Scottish Government Early Years and Social Services Workforce Division is seeking a suitably qualified and experienced Contractor. The contractor will undertake the administration and management of a grant fund to support third sector organisations to deliver Scottish Government priorities in relation to children, young people, their famliies and communities. Provisionally titled the “Third Sector Early Intervention Fund” (the Fund), it will distribute approximately £20 million during 2013-2015 to eligible organisations (£10 million per year). We anticipate that contractors will deal with about 250 applications and make about 150 awards, this is based on historical data and may be subject to change. Successful delivery of this work requires a contractor with fund management experience, a thorough knowledge of the third sector, knowledge of children, families, young people and communities as well as experience of knowledge of other services available to the third sector through other public bodies and funders. The Fund Manager must have experience of providing contract services across the whole of Scotland and be able to demonstrate a successful history of distributing funding to the third sector or other sectors, including the development and operation of an application process, systems to make and monitor awards and the effective monitoring and evaluation of awards made.
