Hackney Council is seeking providers with relevant experience to tender to join a Dynamic Purchasing System (DPS) to deliver or host a range of adult and community learning courses, both accredited and non-accredited. This includes community learning, vocational and employability, family learning, ESOL, maths, English and ICT. These providers will contribute to the delivery of specific community programmes to the ‘hardest to reach’ community groups in Hackney.
The DPS model provides flexibility for the Council and providers as new suppliers can having met the exclusion and selection criteria, join the DPS throughout its duration. There is no limit to the number of providers included on a DPS, and providers who are unsuccessful may reapply at any time.
All elements of this tender will be managed online via Hackney’s e-procurement portal ProContract under reference DN309118. This contract falls under the Light Touch Regime of the EU Regulations 2015.

II.2.4)Description of the procurement:
Due to the uncertainty of the devolution of the adult education budget from the ESFA to the GLA and the looming Brexit, contract size will be limited by a risk approach. Successful bidders that are assessed to be low risk may be awarded a higher volume of commissioned work when compared to higher risk successful bidders but with a potential to increase volumes in year 2 of the DPS.
For the current commissioning year 2017/18, we have so far commissioned approximately 300 courses across 25 main sub-contractors delivering a mix of 7 curriculum areas at a cost of £ 500 000.00. The main curriculum areas being delivered range from, ICT, English, maths, ESOL, community, vocational and family learning.
All training should be located mainly in the London Borough of Hackney and delivered only to Hackney residents. However, a tolerance of up to 10 % will be allowed for cross-border venues.
