We seek to establish a multi-contractor contract framework arrangement which will deliver subject sector area learning, as defined by the Sector Subject Area Classification System, for adults with learning difficulties and disabilities. The contract framework will be made up by training contractors with experience of providing this learning and able to demonstrate an excellent track record of achievement coupled with quality assurance, reliability and flexibility. The framework contract is for 12 months with an additional 12 month option to extend. The contract will commence in August 2015.

II.2.1)Total quantity or scope:

We will be looking for providers to deliver specialist provision for learners with learning difficulties and disabilities, and also possibly some other higher level qualifications in specialist subjects for the academic year 2015-16, with one 12 month option to extend for the academic year 2016-17. The contract amount will be 350 000 GBP per year, commencing in August 2015.
This contract will be a multi-contractor framework arrangement which will deliver subject sector area learning, as defined by the Sector Subject Area Classification System, for adults with learning difficulties and disabilities. The learning provision will be predominantly for learners aged 19+ and within the Preparation for Life and Work sector subject area, although other sector subject areas that are appropriate for learners with complex needs is required. This framework requires flexibility of provision to meet the appropriate presenting need and will not be split into separate lots.

Under this procurement, the contractor is required to participate actively in the economic and social regeneration of the locality of, and surroundings of, the place of delivery for the procurement. Contract performance conditions may therefore relate in particular to social and environmental considerations. The Authority reserves the right to make use of electronic auctions in subsequent call off contracts from the Framework Agreement and where applicable details will be included in the ITT.
