The role of the Police Service of Northern Ireland (PSNI) is central to life in Northern Ireland. The Police (Northern Ireland) Act 2000 and subsequent amendments in the Police (Northern Ireland) Act 2003, made specific provision about policing in Northern Ireland.
The Police Service of Northern Ireland’s purpose is to make Northern Ireland safer for everyone through professional, progressive policing. We achieve this goal through policing with the community. This proactive, community-driven approach sees the police and local community working together to identify and solve problems.
To assist in meeting its objectives as laid out in the Northern Ireland Policing Plan, the Police Service wishes to appoint a company to provide a wide range of advertising services for a period of one year with options to extend for a maximum 36 months.
The appointed agency will be expected to provide the full mix of integrated campaign services including media planning and buying, advertising, collateral design, production, print and e-solutions / initiatives amongst others.
— Provision of a comprehensive advertising and public information service from concept through to execution, demonstrating a strong knowledge of communications channels, tools and techniques,
— Provision of a comprehensive and proven value for money media buying service,
— Design and production of support material for campaigns when required,
— Source, design and production of appropriate campaign merchandise which can be used to promote campaign messages,
— Digital media support, encompassing online and interactive, both website and campaign based if required,
— Provision of design and production services for DVDs and other audio visual promotional material,
— An understanding of the challenges facing policing in Northern Ireland, awareness of our audiences and their needs,
— Outstanding track record of working in partnership,
— Clear and accountable invoicing and sourcing of third party services, demonstrating processes in line with PSNI procurement requirements offering value for money at all times,
— Provision of other related services, supplementary to those outlined above and as identified during the course of the contract.

Precise information on deadline(s) for lodging appeals: CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
