The proposed contract involves the delivery of advertising, design and the related purchase of appropriate media on behalf of Phoenix Natural Gas and associated Companies. The purpose will be to continue to develop the brand of the Phoenix Natural Gas product with particular emphasis (but not exclusivety) towards the domestic, owner occupier consumer in the Northern Ireland marketplace.

II.2.1)Total quantity or scope:

The combined spend on Advertising, Design and Media is estimated to be in the region of approximately 500 000 GBP per year. The proposed Contract duration shall initially be for 2 years with optional extension provision(s) that may, upon invocation by the Contracting Authority, extend the this period for an additional 4 years — i.e. the maximum Contract duration may be up to 6 years.

Description of these options: The proposed Contract duration will be 24 months with an option to extend on an annual basis, if required by the Authority, for up to a maximum of 72 months.

Payment shall be made, in arrears, for services completed in accordance with the required scope. Full terms of payment shall be stipulated in the invitation to negotiate (tender) documentation.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Applications from consortia may be considered albeit any proposed consortia must form a legal entity prior to the award of any contract — should their bid prove successful. Each member of the consortia must be jointly and severally liable for the obligations and liabilities placed upon them through any contract awarded.

Description of particular conditions: Applicants wishing to be considered must first register their interest, in writing, to tenders@phoenixgroupni.com. Within a reasonable time of receipt of such interest, a Pre-qualification Questionnaire (PQQ) will be dispatched to the interested Party. This requires to be completed, in full, and returned to the aforementioned e-mail address by no later than 12 noon on Friday 17.4.2015. All appropriately completed questionnaires shall be evaluated by the Authority and each attributed a score in line with the criteria set out in the PQQ. No more than the top six scoring applicants shall be invited to proceed to the next stage of the process. However, should the spread of scores amongst the top six result in an extensive range — with some far removed from the higher scoring applicants — then the Authority may opt to reduce the number invited to proceed to less than the aforementioned top six.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(2) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
Note, the minimum annual turnover of any participating organisation must be at least 1 000 000 GBP (or equivalent).

1. Their experience in taking an existing creative platform (i.e. produced by others) and developing this idea in line with business objectives and marketplace demands for other client bodies;
2. Their experience in researching and maintaining a product’s position of relevance within a target market;
3. Their experience in delivering effective advertising that clearly demonstrates how it has made a difference to the advertised brand or organisation — particularly revenue generation and brand impact improvement;
4. A recent (past 12 months) client list, outlining length and value of contract;
5. Their experience in the provision of various aspects of media planning and buying in relation to the presentation of an advertised product utilising various media sources available within the Northern Ireland marketplace;
6. Their systems (bespoke or otherwise) utilised to maximise the efficiency and effectiveness of various media types in order to deliver the ultimate impact and value for money for the various media vehicles selected.
