The Royal Borough of Kingston is seeking to appoint a suitably qualified provider to manage and deliver an advertising service on new, technologically enhanced litter bins that the Council wishes to purchase. The cost of the bins will need to be covered by the advertising revenue generated by the successful provider.

The Quality and Price split in this tender will be 80 % Quality and 20 % Price. The highest income commitment made by suppliers will be given the highest Price score, notwithstanding the Council’s right not to award a contract if it is unable to secure enough income to cover the cost of purchasing the technologically enhanced bins.

The Quality element will be scored on the basis of method statements questions. These questions can be accessed to the ProContract procurement portal.
