II.2.1)Total quantity or scope:

National Grid Gas plc requires the provision of an aerial surveillance service of their gas pipeline system to report on ground activity and encroachments that may affect the integrity of the gas pipeline. The service will include the provision of aircraft and pilots. All route navigation and pipeline locating equipment will be supplied by National Grid Gas as “carry on” and these will be managed by the National Grid observer. The aircraft may be required to operate away from base for up to 25 hrs.
An operations base central to the pipeline network, which could be utilised for National Grid gas, is preferred. Base to include an operations room, maintenance, fuel and crew facilities.
The service will be a visual flight rules (VFR) daylight operation, operated all year round.
The work covers the following operations within England, Scotland and Wales:
The visual patrol of 12,227 km of gas pipeline, which may increase and decrease with notice. The 12,227 km of pipelines are broken down into four sectors that are to be flown on a fortnightly rotation (i.e. sectors 1 and 3 one week and sectors 2 and 4 the subsequent week).
The forecast yearly flying hours are approximately 1,960 hrs (40 hrs per week.), based on an average 100 knots ground speed whilst surveying the pipeline.
There is a requirement for approximately 1,000 km (of the 12,227 km) to be videoed annually during a routine patrol.
The company will hold a civil aviation authority air operators certificate, operating licence and have a contract in place with a JAR 145 maintenance agreement.
The company will also hold all relevant exemptions from the air navigation order or equivalent.
The aircraft is required to have a minimum of three seats, to carry a maximum total of three persons onboard the aircraft at any one time.
The aircraft to be provided in provision of this service is a single/twin engine turbine helicopter. All aircraft must be capable of a minimum of 2.5 hours usable flight time between refuels.
