Description of the contract

In order to add value by making geographic information available that addresses specific enterprise business to business (B2B) requirements, Ordnance Survey must understand the B2B user’s perspectives. Ordnance Survey recognise that these markets are fast moving and regard the use of agile methodologies as an appropriate method for understanding user requirements and developing solutions. We would like to develop an ‘Agile toolkit’ that helps businesses to analyse their own business processes and identify opportunities to improve, make efficiencies or grow revenue by leveraging geographic information. The toolkit will also facilitate proof of concepts and prototyping of potential solutions. We envisage that the toolkit will comprise 1) an agile business process questioning methodology, 2) a white paper, 3) supporting video footage and creative visuals. The toolkit will: • Help customers assess and identify how they can improve their enterprise business processes using geographic information and analysis • Position Ordnance Survey as a trusted advisor • Position Ordnance Survey as a business resource for geographic information and analysis • Help Ordnance Survey understand our user’s and prospect’s emerging business needs for geographic information and new data/services. • Provide qualified leads for Ordnance Survey sales teams • Generate new revenue for Ordnance Survey Lot 1 A consultant with geographic information and enterprise business systems expertise to work with a marketing agency to develop, test and deliver an agile toolkit. Any consultant expressing an interest in working on this project should clearly be able to demonstrate: • Experience in both geographic information and enterprise business systems • Experience in developing and assessing customer enterprise business processes using agile methodologies • Experience in defining customer requirements for geographic information using agile methodologies. • Experience of developing customer requirements into proof of concepts. • Experience of working with Marketing agencies to deliver customer requirements. • Examples of working to tight deadlines. • Be used to working within government agency guidelines • Demonstrate suitable business contacts to be able to extensively test and validate an agile business process questioning methodology. Lot 2. An agency to work with the GI consultant to develop, test and deliver an Agile toolkit. An agency expressing an interest in working on this project should clearly be able to demonstrate: • Experience in agile location-specfic requirements definition and prototyping in the UK • A creative approach • Examples of working to tight deadlines • Be used to working within Government agency guidelines • Previous B2B relevant examples of working with data based clients work. To register an interest, participants will need to demonstrate their capability and experience to deliver the requirement as above. Participants may register for both or either of the lots. If you have already registered for Lot 2 then there is no need to register again. In addition participants should provide brief details of the following: • Agile development capabilities • Project management style – though not in detail Registrations of interest will be evaluated against the criteria below and a shortlist of agencies will be selected to submit a tender.
