Description of the contract

Ordnance Survey, the national mapping agency of Great Britain, is responsible for maintaining the national mapping archive. We are widely regarded as the world leader in our field, and are responsible for the surveying, production, maintenance and marketing of a wide range of digital and graphic map based products and other geographical information for business, leisure, education and administrative use. We are a non-ministerial government department and Executive Agency responsible to the Secretary of State at the Department for Business, Innovation and Skills (BIS). Our head office is in Southampton, where staff are employed in various disciplines such as cartography, reprographic, sales and marketing and general administration. Surveying and support staff are based throughout Great Britain, working from a network of regional offices. In order to add value by making location specific information available that addresses specific B2B requirements, Ordnance Survey must understand the B2B user’s perspectives. Ordnance Survey recognise that these markets are fast moving and regard the use of Agile methodologies as an appropriate method for understanding user requirements and developing solutions. To accelerate the evolution/integration of location specific information in commercial markets and enterprise systems we need to develop a low cost approach that enables customers to assess their own requirements. We need to enable businesses to assess their own requirements for location specific information and then to be able to reach out into the Geographic Information Systems’ domain for support/advice. We would like to develop an ‘Agile toolkit’ that helps businesses to analyse their own business processes and identify opportunities to improve, make efficiencies or grow revenue by leveraging location specific information. The toolkit will also facilitate prototyping of potential solutions. We envisage that the toolkit will comprise 1) a white paper, 2) an agile business process analysis methodology, 3) supporting video footage and creative visuals. The toolkit will: Help customers identify how they can improve their business processes using location-specific data and analysis • Help customers identify their own needs for location-specific data and analysis • Position Ordnance Survey as a trusted advisor • Position Ordnance Survey as a business resource for location-specific data and analysis • Help OS understand our user’s and prospect’s emerging business needs for our data and new data/service • Provide qualified leads for OS sales teams • Generate new revenue for OS We need a company to work with a GI consultant to develop, test and deliver an Agile toolkit. Any agency expressing an interest in working on this project should clearly be able to demonstrate: • Experience in agile location-specific requirements definition and prototyping in the UK • A creative approach • Examples of working to tight deadlines • Be used to working within govt agency guidelines • Previous B2B relevant examples of working with data based clients work To register an interest, participants will need to demonstrate their capability and experience to deliver the requirement as above. In addition participants should provide brief details of the following: • Number of employees • Development capabilities • Project management style – though not in detail Registrations of interest will be evaluated against the criteria below and a shortlist of agencies will be selected to submit a tender.
