London City Airport Limited (LCAL) is seeking to contract with an Air Navigation Service Provider that can demonstrate capability and experience in service provision at an airport within the EEA of similar or greater air traffic complexity to that in which London City Airport operates. This includes maintenance and renewal of Communication, Navigation and Surveillance (CNS) infrastructure assets necessary to operate the service. A detailed description of the service requirement will form part of the Invitation to Tender.
This is an invitation to participate in a preliminary market consultation and to express interest in participating in this tender.

Information and formalities necessary for evaluating if the requirements are met: The Air Navigation Service Provider (ANSP) is to provide a safe and efficient provision of Air Traffic Control Services and shall be certified and compliant with all applicable international, European and UK CAA Regulatory Requirements, including those related to Safety Management Systems (SMS).
Organisations wishing to tender must:
— Be a certified ANSP provider under Commission Implementing rule 1035/2011;
— Comply with requirements for SMS, hazard identification, risk assessment and mitigation (EASA related) legislation 1035/2011;
— Be certified under Commission Regulation (EU) No 805/2011 on ATCO Licences;
— Comply with Air Traffic Controller (ATCO) Licensing Requirements under EU Regulation 805/2011;
— Be certified under Commission Regulation (EU) No 1034/2011 on safety oversight in Air Traffic Management (ATM) and Air Navigation Services (ANS);
— Be providing such services within the EAA of similar or greater complexity to that in which London City Airport operates.
