II.2.1)Total quantity or scope:
The equipment must have ECAC LEDs Type B Standard 2 or Standard 3 detection approval. The equipment must be compliant with the appropriate safety certification such as the UK Ionising Radiation Regulations and CE standards or other appropriate certification. All equipment must be capable of returning a decision on each item screened within 10 seconds. Equipment should be self-contained and delivered ready for use. Tenderers must be prepared to support any operational trial undertaken by Heathrow Airport. It is anticipated that the initial equipment order will be for approximately 70 units in October 2013 rising to 200 by November 2014.

Precise information on deadline(s) for lodging appeals: A standstill period will be incorporated at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court.
