Description of the goods or services required

NHS Education for Scotland (NES) is the Special Health Board which provides the Knowledge Network to NHSS. The Copyright Licensing Agency (CLA) is owned by the Authors’ Licensing and Collecting Society Ltd. (ALCS) and the Publishers’ Licensing Society Ltd. (PLS) to perform collective licensing on their behalf and licenses organisations to copy and re-use extracts from print and digital publications on behalf of the copyright owners – authors, publishers and visual artists.

Both sides are concerned as to whether the ‘no copying’ policy is being adhered to, and that no unlicensed copying is taking place, and wish to quantify the extent (if any) of any infringement in order that instances can be addressed appropriately.

It is suggested that two, complementary, surveys be carried out; one, large scale online survey of NHSS staff randomised and stratified by group. Secondly, a smaller, survey of library staff. The broad aim of these surveys will be to address the issues outlined above, i.e. awareness of, and compliance with, the no-copy policy. NHSS will facilitate distribution of the surveys. In addition a number of face to face interviews will be carried out. Suppliers are invited to adapt this methodology or suggest new methods, with a clear rationale for optimising the approach.

There is a maximum budget of £20,000 excluding VAT for this project. An interim report is required by 15th February 2013. Delivery of the full report is due by end of March 2013.
