Anti Social Behaviour, Crime and Policing Act 2014 – Criminalisation of Forced Marriage Training

The Scottish Government Equality Policy Team wishes to procure a package of training to be delivered with due consideration to relevant legislation in both the Anti-Social Behaviour, Crime and Policing Act 2014 (the 2014 Act) and the Forced Marriage etc (Protection and Jurisdiction) (Scotland) Act 2011. Training will be delivered to relevant persons and bodies in Scotland who:

– Exercise public functions to protect adults at risk from abuse

– Exercise public functions for protecting and promoting the welfare of children and for protecting them from abuse.

– Statutory bodies including Health Services Police, Local Authorities, legal professionals in private practice, law centres, local authorities, Crown Office and Procurator Fiscal Service, Scottish Children’s Reporters Administration (Children’s Hearings Training Officers, who have responsibility for training panel members) and others to work with victims of forced marriage sensitively and effectively and in partnership with other agencies involved with the victim.

SCOPE OF THE REQUIREMENT

 

The requirement is for the development and implementation with due consideration to relevant legislation in both the Anti-Social Behaviour, Crime and Policing Act 2014 (the 2014 Act) and the Forced Marriage etc (Protection and Jurisdiction) (Scotland) Act 2011) a package of training to be delivered to professionals (such as teachers, police officers, social and health care professionals, housing officers and the legal profession). Training delivered should enable delegates to work with those at risk of forced marriage sensitively and effectively and in partnership with other agencies involved with the person at risk.

 

 

1.2 The objectives of the service are:

 

1.2.1 to ensure the provision and delivery of accurate and relevant training on the 2014 Act the key issues surrounding the criminalisation of Forced marriage to stakeholders.

 

1.2.2 to ensure training materials are accessible to all users. Training material must be in “plain English” and the layout and font size must be suitable and appropriate for users with visual impairments

 

1.2.3 to develop a suitable method for delivery of training, giving due consideration to any training requirements of the agencies/organisations involved.

 

1.2.4 to identify Who from each agency/organisation should be invited to attend (we will require evidence within bids to show that due consideration has been given to identifying appropriate people to be trained and how those people will be able to disseminate learning within their organisations as appropriate).

 

1.2.5 to ensure that all relevant stakeholders are captured by the training.

 

1.2.6 to ensure the needs of those who are at risk of Forced Marriage are communicated clearly and sensitively.

 

Bids to deliver training should include

o Course content

o Method of delivery

o Detail of organisations/agencies who will be included in the training (this will need to detail who from each organisation/agency will need to be included, giving reasons for decision)

o Definition of where training events will be held supported by a clear rationale of how that decision has been reached

o Learning outcomes which will be realised from the training

o A timetable for delivery

o How materials will be delivered

o How training/learning outcomes will be evaluated

o Confirmation that ongoing access to training materials post initial training will be maintained.

o Recognition that the holder of intellectual property rights for all materials will be Scottish Government
