Approved List of Contractors for Roads and Roads Related Works

2.2

Description of the goods or services required

This notice is placed by North Lanarkshire Council (the Council) in order to ensure that adequate publicity is given to the Approved List of Contractors for Roads and Roads Related Works (the Approved List) to be operated by the Council’s Roads and Transportation Service and to invite interested contractors to apply to be considered for inclusion on the Approved List. The Approved List will only operate for contract values up to the EU Thresholds for Works.

(1) The Council has for a number of years operated its own system for the approval of contractors for roads and roads related works. Now, however, for works to be procured from the 2014/2015 budget i.e. from April 2014 onwards and as part of its ongoing drive to improve efficiency and streamline its procurement procedures the Council proposes to utilise registration with the UK Government sponsored national approved list known as Constructionline or prequalification to Constructionline standards, together with the Safety Scheme in Procurement (SSIP) as prerequisites for inclusion on the Approved List.

(2) A summary of the categories of works to be covered by the Approved List for the Council’s financial year, 01 April 2014 to 31 March 2015, can be found in Appendix 1 attached to this notice. The information contained therein in respect of the categories of works is not exhaustive and all dates and values are indicative only.

(3) In order to be included on the Approved List, contractors should:

– Have active registration status on Constructionline; and

– Hold current registration with a SSIP health and safety competence assessment scheme.* This registration must be recorded with Constructionline.

* For acceptable equivalent Health and Safety schemes see ‘Suppliers Guide to Registration and Table of Equivalences’ on the SSIP website at http://www.ssip.org.uk.

(4) Contractors that meet the criteria specified at paragraph (3) of this notice should complete and return the Application Form attached to this notice by email only, to the Senior Engineer (Roads Assets) email: ScougallJ@northlan.gov.uk. Provided the details supplied are valid and up-to-date, the contractor will be added to the Approved List in line with the values and categories of work approved within its Constructionline registration. If the application is unsuccessful, the Council will contact the contractor in writing to let them know the reasons for failure, and what they need to do in order to be successful.

(5) Contractors that do not meet both of the criteria listed at paragraph (3) should not make application at this time but should follow the steps outlined below:

(a) Apply to Constructionline (http://www.constructionline.co.uk) and complete a Constructionline pre-qualification form to register. Constructionline will perform various checks to ensure the contractor meets certain requirements. When the contractor meets these requirements, they will be sent a registration certificate with their own unique registration reference; and

(b) Apply to one of the organisations listed on the Registered Members in the document List of SSIP Forum membership available on the SSIP website at http://www.ssip.org.uk and complete their documentation. Whichever organisation the contractor elects to apply to will perform various checks to ensure the contractor meets certain requirements. When the contractor meets these requirements, they will be sent a registration certificate.

Once the contractor is satisfied they meet the criteria specified at paragraph (3) in this notice, they should complete and return the Application Form attached to this notice by email only, to the Senior Engineer (Roads Assets) email: ScougallJ@northlan.gov.uk). Provided the details supplied are valid and up-to-date, the contractor will be added to the Approved List in line with the values and categories of work approved within their Constructionline registration. If the application is unsuccessful, the Council will contact the contractor in writing to let them know the reasons for failure, and what they need to do in order to be successful.

(6) Contractors on the current Approved List must re-apply. Those that already meet the criteria specified at paragraph (3) of this notice should complete and return the Application Form attached to this notice by email only, to the Senior Engineer (Roads Assets) email: ScougallJ@northlan.gov.uk). Provided the information supplied in the Application Form is valid and up-to-date, the contractor will be added to the Approved List in line with the values and categories of work approved within their Constructionline registration. If however the contractor’s application is unsuccessful for any reason, the Council will contact the contractor in writing to let it know the reasons for failure, and what they need to do in order to be successful. Contractors on the current Approved List, who do not re-apply under this notice, will be removed from the Approved List.

(7) Contractors not registered with Constructionline and that choose not to do so, are not excluded from applying for inclusion on the Approved List however, to be considered, such contractors must be pre-qualified to Constructionline standards and be registered with a SSIP health and safety competence assessment scheme. (8) The Council does not guarantee that inclusion on the Approved List will result in any minimum level of expenditure, quantity of allocation or value of work or inclusion in any quotation or tendering exercise.

(9) Applications for inclusion on the Approved List will be accepted at any time.

(10) Selection of contractors from the Approved List for tenders will be as follows: Each tender list will include the successful contractor and the second placed contractor from a recent previously tendered and awarded contract for works of a similar nature and value. In addition, a minimum of 6 additional contractors will be added to the tender list on a non-discriminatory basis from the Approved List.

(11) Successful tenderers may be approached by the Council’s Regeneration officers to assist with advice in relation to the Council’s Community benefit initiatives such as training and employment opportunities for local residents.

(12) The new procedure will not affect contracts/commitments currently in place.

(13) The Council retains the right to remove any contractor from the Approved List on a temporary or permanent basis should the contractor commit a serious or persistent breach of contract, legislation or regulation. The Council’s decision on the severity of any such breach will be final and conclusive.
