The contract is for the supply of Arboricultural Services on Council managed trees within the London Borough of Ealing. The contract is for 3 years from 1.4.2016 to 31.3.2019 with 2 possible extensions of 3 years in 2019 and 2022. The contract has been divided into 3 service areas; Arboricultural Works (Lots 1-5), Basal Growth (Lots 6-8) and Planting (Lots 9-11). Each service area has then been subdivided into a number of Lots as detailed in the specification for each service area. Ealing Council is now seeking to appoint contractors to undertake these Lots across the Borough according to the specifications.

II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

The Council will deliver Arboricultural Services through Lots 1-11 as follows:
Arboricultural Works — Lots 1-5:
Lot 1:
— Planned Programmed Highways Arboricultural works;
— 24 hour Emergency Call-Out service for 122 days, between April 1st and July 31st (inclusive).
Lot 2:
— Planned Programmed Parks and Housing Arboricultural works;
— 24 hour Emergency Call-Out service for 122 days, between August 1st and November 30th (inclusive).
Lot 3:
— Planned Programmed Highways Arboricultural works;
— 24 hour Emergency Call-Out service for 121 days, December 1st and March 31st (inclusive).
Lot 4:
— Planned Programmed Highways Arboricultural works
Lot 5:
— Arboricultural works within the borough throughout the year specifically; Reactive Works Instructions which are issued on the 1st and 15th of each month with a 2 week completion target. This includes all manner of works across all Council sites;
— Arboricultural works within the borough throughout the year to undertake Urgent Works Instructions which are raised on a daily basis with a 24 hour to 5 day completion target. This includes all manner of works across all Council sites.
Basal Growth — Lots 6-8:
— Lots (6, 7 and 8) include the removal of Basal Growth from street trees across the borough, each Lot will require 2 rounds of work in June and late September.
Planting — Lots 9-11:
Lot 9 will deliver the Councils routine tree planting programme:
— Annual Planting Programme of between 0 and 750 trees per annum;
— The planned maintenance of between 0 and 1 500 trees per annum;
— The planned watering of between 0 and 1 500 trees per annum’
Lot 10 and 11 will deliver extra tree planting in years when additional funding has been sourced:
— Planting of between 0 and 750 trees per annum;
— The planned maintenance of between 0 and 1 500 trees per annum;
— The planned watering of between 0 and 1 500 trees per annum.
Applicants are invited to bid for individual or all Lots but the awarding of each Lot will focus on delivering the best outcome for the Council. Contractors will be invited to offer discounts on the award of multiple Lots within each service area (Arboricultural Works, Basal Growth and Planting) but each company must meet the Council’s financial thresholds for the Lot or Lots awarded as detailed in the Method Statement Knock-out Questions.

Any supplier may be disqualified who:

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities
;(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
