WM Housing Group seeks the services of service providers who can deliver a high quality, professional, value for money service for the following:
— Arboricultural Works.
The geographical areas covered in the first instance will be a split of approximately:
Lot 1 — Coventry and North Solihull (Whitefriars).
Lot 2 — Birmingham (Family Optima).
Lot 3 — Hereford and Worcestershire (Nexus Kemble).

Whitefriars currently hold comprehensive records of their trees on a tree management system (Arbortrack web). A separate contract has been awarded for Tree Inspections; the results of these surveys will dictate the amount and type of Work which will be ordered each year. The intention is to issue work as part of a bulk programme at agreed times during the year; however, there will be a need to undertake smaller batches and 1-off work on an ad hoc basis.

Family Optima are not currently using a tree management system but intend to have there trees recorded on Arbortrack Web in the future. Some of their trees are currently recorded on a spreadsheet. At present they do not run a separate tree inspection contract and therefore their works orders are more re-active and will rely on this Service Provider to provide more of an element of advice and potential pre-inspection.

Precise information on deadline(s) for lodging appeals: WMHG will incorporate a minimum 10 calendar day Standstill Period following electronic notification (minimum of 15 calendar days for any other means of communication) to unsuccessful applicants of the award decision. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts Regulations provide for aggrieved parties who have been harmed or at risk of harm by breach of the Rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days of the aggrieved party having knowledge of the breach.
