Arboricultural and Tree Maintenance Services Framework Agreement 2014
Wycombe District Council (the “Council”) wishes to invite expressions of interest for the supply of Arboricultural and Tree Maintenance Services through a multiple provider framework.
Those who are successful and invited onto the framework will be responsible for providing the following Arboricultural and tree maintenance operations throughout the district of Wycombe under call off arrangements to include (but not limited to):
General pruning, Target pruning, Formative pruning, Dead wooding, Crown lifting, Crown thinning, Crown reduction and reshaping, Crown reduction, pollarding, Epicormic and basal growth, Pleaching, Tree felling, Ecological, standing stems (Eco stems), Stump removal, Clearance of all tree arising’s and other rubbish, Tree planting and aftercare, Weed treatment of tree bases, Hedge management including High Hedges, Emergency Callout Service (Day time), Maintenance of trees on or adjacent to a Highway including traffic management, Cable bracing and Propping.
The service will include trees located within the following areas, Council buildings, parks, recreation grounds, open space, play areas, woodland, car parks, or any other service area that would require Arboricultural and tree maintenance operations.
In addition and provisionallyuntil 1st April 2016 the Council on behalf of Red Kite Community Housing Ltd. manage 8,000 trees on estates, rented accommodation and welfare/sheltered accommodation.
Potential Providers will also occasionally carry out specified tree operations in pursuit of The Local Government (Miscellaneous Provisions) Act 1975, The Highways Act 1980, The Antisocial Behaviour Act 2003 part 8 High Hedges, in order to pursue and action a remedial notice in accordance with Section 77 (2) (a) of the Act.
Those participating should note that this framework is for the duration of 4 years, that these services fall under Part B of Schedule 3 of the Public Contracts Regulations 2006 (the “Regulations”) and that the procurement process for this framework will be run in accordance with the Regulations as they apply to Part B services.
Expressions of interest must be by way of full completion of the Pre-Qualification Questionnaire (the “PQQ”). A copy of the PQQ template may be downloaded from the Delta-eSourcing website www.delta-esourcing.com

Please note that indicating an “Expression of interest” on this South East Business Portal site will not include your organisation in the next stage of the process, you must complete and return the PQQ via the Delta-eSourcing website.
Under no circumstances will the Council be responsible for any costs with participation in an expression of interest or any resulting invitation to tender.
All submissions must be received by 12.00 noon on Wednesday 21 May 2014 and be submitted in accordance with the guidance within the PQQ pack.
