Hall For Cornwall (HFC)Trust is seeking to procure the services of an Architect-led design team, from RIBA Stage 2 onwards, for a major capital project to comprehensively refurbish and expand the HFC theatre within the envelope of its existing urban block in the heart of Truro, Cornwall.
This will include the renovation of the two Grade II* listed neo-classical buildings that will form the principle frontages of the new complex, the creation of new front and back of house facilities, a completely new and expanded auditorium together with new cultural uses. The completed project will be required to achieve BREEAM very good as a minimum.
It is intended to finance the project in partnership with Cornwall Council (CC), Arts Council England (ACE), the Heritage Lottery Fund and the upcoming European Structural & Investment Funds programme for Cornwall. CC and Stage 1 ACE funding is already in place to fund the concept design phase, which will develop proposals based on a pre-existing feasibility design.
This contract may be novated to Cornwall Council in the future and the ITT is based on the Council’s procurement template and new public contracts regulations 2015, which allows a 35 day advertising period for e-tenders.

Information and formalities necessary for evaluating if the requirements are met: Parties will be provided with detailed instructions concerning the information they must provide in the Invitation to Tender document which is available from the indicated website. Consideration will only be given to those tenderers who complete and return this by the required date. Clarifications will also be posted on the same website.
Economic operators subject to any of the mandatory exclusions set out in Section 57 of the Public Contracts Regulations 2015 will not be considered for this contract award.

III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: The financial information required is set out in the ITT document under Module 2 along with the criteria and scoring mechanisms. The calculations are used to demonstrate the Tenderer has sufficient resources to meet the requirement of the Contract.
Credit rating reports will also be undertaken as part of the evaluation as will any outstanding claims or litigation. The evidence required will include accounts for the last 2 years of trading or specified evidence for newly formed organisations.
A tenderer must also be able to demonstrate an average turnover of at least 600 000 GBP for the last 3 financial years. This can be the combined turnover of the lead organisation and other relevant organisations in the case of a consortium bid. In the case of newly formed organisations the assessment will be based on evidence of profit, retained profit, liquidity, gearing and trend analysis.
Tenderers must be able to provide Employers liability Insurance with a minimum cover of 10 000 000 GBP, Public Liability Insurance with a minimum cover of 10 000 000 GBP and Professional Indemnity Insurance with a minimum cover of 5 000 000 GBP.

The lead organisation must be an architectural practice with experience, technical ability and resources in the areas identified below:
— Design of a theatre or comprehensive refurbishment (with indoor auditorium over 500 seats and commercial sales points);
— Historic building adaptation and conservation;
— Achieving BREEAM very good accreditation on a complex refurbishment project;
— Working on projects with external funding agencies such as ACE, HLF, ERDF.
Details of three relevant contracts must be provided to evidence the above. At least two of these projects must have been completed. The statement may be illustrated but only within the page limits given.
The statement for each contract should contain the following information:
— The name of the contract and a brief description of the services provided;
— the dates on which the services were provided;
— the construction contract value;
— the identity of the person (employer) to whom the services were provided;
Further questions in the ITT document will be used to assess technical capacity of the full team, compliance with Health and Safety legislation and good practice, and Equality and Diversity legislation and good practice.
