Description of the contract

Southend on Sea Borough Council is intending to introduce 10-15 new beach huts to East Beach Shoeburyness in Southend. The intention is that the beach huts will be of an interesting and innovative design that will appeal to the public and be a commercial success whilst having low maintenance costs and minimal environmental impact. As such the final design will be a showcase for good design taking into account contemporary environmental concerns and building on the traditional look of a beach hut whilst exploring how the beach may develop in the future. To facilitate this Southend on Sea Borough Council is holding 2-stage competitions to select an architect led design team to both design and procure the beach huts on behalf of the Council. Stage1 is a pre-qualification stage that will select 3 architect led design teams. In stage 2 the three selected teams will be asked to prepare a design for the beach huts (RIBA stage A-D) and from this one practice will be chosen to develop their design (RIBA stages E to L) resulting in the building of the huts in time for the spring of 2013. A fee of £750 pounds excluding VAT will be paid to each of the 3 selected practices in stage 2. A review panel will select a winning design. The successful team will be selected on the strength of their final submission and following interview. Southend on Sea Borough Council will hold a meeting at the start of the process with each team and a mid competition question and answer session. The submission of the design must also include the all-inclusive fee for the services of the design team (note we do not pay expenses, disbursements or printing costs) and the assessment of the submission will be 50% design 50% fee. The design will be assessed by a panel made up of Southend on Sea Borough Council officers and councillors and the appointment will be by the RIBA standard form of agreement. The Council will hold the copyright for the designs for purposes of publicity, though permission for each practice to use the design in their own publicity will not be unreasonable withheld. Fees will be paid on the successful completion of each RIBA stage.
