Description of the contract

Hastings Borough Council as Trustee of the Hastings and St Leonards Foreshore Charitable Trust (hereafter referred to as “The Trust”) invites expressions of interest from suitably qualified and experienced consultants to provide the following services for works to be undertaken at the White Rock Baths. The services required are as follows: Architect led Multi Disciplinary Design Team (incorporating Conservation Architect, Building Architect, Structural Engineer, Structural and Building Surveyor, Mechanical & Electrical Services Engineer, Quantity Surveyor / Cost Consultant, Project Management.) to develop designs for improvements and repairs and to project manage all stages of the refurbishment to completion and handover. The successful contractor will be appointed to initially develop the project to RIBA stage D for acceptance by the client and thereafter, progress the project through to completion. The Trust has tried to anticipate all of the disciplines required to undertake the project, but will expect a level of judgement from tenderers to establish the exact make up of the team in order to successfully deliver the contract requirements. The successful contractor will be expected to act as the lead consultants and project manage the contract through the completion, handover and close out. White Rock Baths were built in approximately 1870 as a Health Spa business, although extensively reconstructed in the 1930’s to incorporate main baths, spectator gallery and other leisure facilities. In later years the property has been refurbished to create an ice rink, roller rink and café, but for the last 15+ years has remained vacant and has fallen into a state of disrepair. The property is largely subterranean, with a small central section at street/promenade level. A current proposal is being developed to establish an indoor arena for BMX and skateboard competitions and training with supporting retail and refreshment provision. In January 2014 a feasibility study was jointly commissioned by Hastings Borough Council and the prospective lessee. This was undertaken by Neil Choudhury Associates and the final report is supplied as an appendix to the PQQ.
