The London Borough of Hackney wishes to appoint a Design Team to develop the design (which is currently at RIBA Work Stage 1) and manage the delivery of the physical improvements to Springfield Park through to RIBA Work Stage 7.

II.2.1)Total quantity or scope:

Springfield Park is 1 of Hackney’s finest green spaces and is listed as a Grade II park on the English Heritage Register of Parks and Gardens of Historic Interest.
The Heritage Lottery Fund (HLF) has awarded Hackney Council a Development Grant to further develop plans to restore and improve Springfield Park. Plans include refurbishment of all of the park’s buildings — which date back to the mid-19th century — upgrade work on the park’s footpaths, play equipment and gates, as well as preservation and enhancement of the park’s magnificent landscape.
The HLF has pledged to provide a full grant for these works, but a second-round HLF application needs to be submitted to secure it. A suitably qualified and highly experienced Design Team is required to lead the project to fulfil both the HLF and the Council’s requirements for the project and its successful delivery.
The Design Team should comprise of a Project Manager, Architect (including Interior Design), Landscape Architect, Quantity Surveyor, Clerk of Works, Civil and Structural Engineer, Mechanical and Electrical (including ICT) Service Engineer, Activity Consultant, Business Planning Consultant and Principal Designer.
The commission is split into 2 stages:
1) Development Phase — the development of a successful second round HLF bid, and
2) Delivery Phase — the delivery of improvements to the park.
The following are to be delivered in the Development Phase:
— Costed designs need to be developed to RIBA Work Stage 3;
— A Business Plan;
— An Activity Plan (an Heritage Lottery Fund (HLF) requirement);
— A Fund-raising Strategy with fund-raising targets met;
— A Management and Maintenance Plan;
— A successful Planning applications;
— A Consultation and Engagement Strategy;
— An HLF Stage 2 application to be prepared and submitted.
There is a break clause between the 2 work phases, with continuity of the commission dependent on a successful HLF application and on Design Team performance.
In the Delivery Phase, work includes;
— Production of procurement documents and leading the procurement process for a Principal Contractor;
— Designs to be taken though to RIBA Work Stage 5;
— Contract Management and administration of contractors to completion to RIBA Work Stage 7.
