The Council intends to carry out refurbishment work at their Millmead office complex. The work will proceed in two phases, as follows:
Phase I comprises refurbishing main reception, creating a suite of meeting rooms, refurbishing the Civic Suite and the canteen as well as re-boilering one building, replacing soil pipes and improving biomass chip deilvery arrangements.
Phase II comprises upgrading M&E services throughout the site, improving staff access, replacing the roof to the link bridge between buildings, creating a goods inwards, demolishing a garage and carrying out ancillary work to the car park. Phase II also includes part external redecoration of Grade II Listed Old Millmead House.
The Council wishes to appoint a lead Architect to design and project manage the works from initial design through to the end of the defects liability period. The Architect will be required to assemble a design team with expertise in all necessary areas, including: lead Architect; Structural Engineer; Civil Engineer; Acoustic Consultant; Project Manager and Contract Administrator.
The Council will provide a nominated M&E consultant for the design team.
In addition the Council will make direct appointments for Quantity Surveying, CDM-C services and IT contractors. These services are not included within this contract.
The appointed Architect will be required to work with the Council’s nominees and direct appointments. The successful tenderer will be required to consult and work closely with the Council’s Project Team.

Information and formalities necessary for evaluating if the requirements are met: All applicants are required to demonstrate technical and professional capacity and competency to fulfill the contract.
An Architect is to take responsibility for the delivery of the contract on behalf of the design team. This person must be a member or fellow of the relevant Competent Authority as defined in Schedule 1 Part 2 of the European Communities (Recognition of Professional Qualifications) Regulations 2007 and have managerial competence, technical qualifications, training and relevant architectural capability specifically relevant to the work described in this Notice.

Information and formalities necessary for evaluating if the requirements are met: In accordance with Article 47 of Directive 2004/18/EC and Regulation 24 of the Public Procurement Regulations 2006 (as amended). Evidence of financial soundness will be required.
