DSRL is looking to award Framework Agreements covering the supply of UKAS accredited services for the sampling and analysis of airborne asbestos fibres, asbestos surveying (including bulk sample analysis of samples taken) for both management and refurbishment / demolition surveys and asbestos bulk sample analysis within projects as part of the decommissioning programmes on the Dounreay site.
The Framework will be awarded in 3 Lots and DSRL envisage a maximum of 4 tenders being awarded per Lot.
The Estimated values given in this notice are for the 2 year period. Per annum the estimated value is GBP 120 000,00 and should the contract be extended for 2 years the total value is estimated at GBP 480 000,00.

1)Short description
DSRL requires a contractor to supply a UKAS accredited service for the sampling and analysis of airborne asbestos fibres using Phase Contrast Optical Microscopy (PCOM) which may include one or more of the following sampling type(s):
— Personal sampling,
— Background sampling,
— Reassurance sampling,
— Leak testing,
— 4-Stage Clearance.
Witnessing of smoke tests where applicable and co-operation and co-ordination with licensed contractor(s).
A detailed daily site log is required for all projects.

Accreditation must include industrial premises.
Survey reports must be issued within 2 weeks of the completion of the survey.
For larger surveys (over 10 working days) then interim staged draft reports will be required.

Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: Dounreay Site Restoration Limited will incorporate a minimum ten calendar day standstill period at the point that information on the award of contracts are communicated to tenderers. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 no 5, which apply to England, Wales and Northern Ireland and the Public Contracts (Scotland) Regulations 2006 no 1 which apply to Scotland, provide the aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the Sheriff Court, the Court of Session, (Scotland) or in England and Wales and Northern Ireland, the High Court. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document any may award damages. If the contract has been entered into the Court may only award damages.
