Introduction:
LHC is a central purchasing body providing procurement service to Contracting Authorities (Clients) throughout England, Wales and Scotland, as described on LHC’s Buyer Profile (www.lhc.gov.uk/24 for England and Wales, www.procurementalliance.scot/24 for Scotland) and on behalf of partners of the Scottish Procurement Alliance and the Welsh Procurement Alliance.As a not for profit organization, LHC returns surplus Levy income to our Clients to support social value initiatives in the local communities they serve.
LHC sets up competitively tendered Framework Agreements in respect of building works, supplies or services and includes public sector refurbishment, maintenance, and new build projects.
Requirement:
LHC seeks economic operators to submit a Tenders for the following framework:
— AS2E Asbestos Services – England.
The framework is split into the following workstreams:
— Workstream 1: Domestic Asbestos Consultants,
— Workstream 2: Commercial Asbestos Consultants,
— Workstream 3: Domestic Asbestos Removal and Remediation,
— Workstream 4: Commercial Asbestos Removal and Remediation,
— Workstreams and Regions operate independently of one another.
Tenderers may apply for 1 or more Workstreams and Regions.
This contract notice relates to Workstreams 1&2.
In order to ensure this opportunity is available to SME’s, the framework will be divided into regional lots:

II.2.1)Total quantity or scope:

As the contracting authority is setting a framework that other contracting authorities can use, the value quoted. in section II 1.4 and in this section includes “headroom” for call-off by those contracting authorities. The actual value will depend on the value taken up by these contracting authorities.
LHC’s Clients have diverse property portfolio with different volumes of asbestos removal and remediation services required, due to day-to-day maintenance and repairs to large-scale planned replacement projects.
The types of properties typically managed are:
Domestic:
— single occupier and multiple occupier dwellings – houses and flats,
— common areas of residential blocks,
— low, medium, and high-rise,
— residential homes including those with vulnerable persons,
— common areas other areas such as garages and loft spaces.
Commercial:
— Managed Residential Blocks,
— care homes and sheltered accommodation,
— commercial offices buildings, central or local housing team offices, halls, and day care centers,
— Municipal buildings such as libraries, sports hall, museums etc,
— other public building such as conference centers and other commercial buildings,
— Educational buildings such as universities, schools, and colleges,
— Research establishments,
— Hospitals/hospital-related properties, including health centers and GP surgeries,
— Blue light Buildings.

Range: between 250 000,00 and 3 000 000,00 GBP

Where any form of Consortium or grouping is proposed as the tenderer, this must be clearly and fully shown at the time of the submission of the tender and the relationship between participants clearly explained.
All information should be given with respect of the proposed lead organization. Relevant information should also be provided in respect of each and all of the Consortium or Group members or Contractors who will play a significant role in the delivery of this Contract.
All responses made by a Consortium or Group must be fully supported to enable LHC to assess the proposed overall provision properly.
Where the proposed economic operator is a special purpose vehicle or a holding company, this information should be fully provided at the time of the submission of the tender.

III.2.2)Economic and financial ability

Minimum level(s) of standards possibly required: LHC uses the following ratios to evaluate each Tenderer’s financial status:
— Turnover: this is calculated as double the typical value for projects called off this framework. If a company’s turnover exceeds £500,000, then it passes this ratio,
— Profitability: this is calculated as profit after tax but before dividends and minority interests. If a company makes a profit, then it passes this ratio; and,
— Liquidity: this is calculated as current assets and work in progress, divided by current liabilities. If the answer is greater than one, then it passes this ratio.
LHC further reserves the right to seek additional financial information from tenderers and to take this into consideration in the financial assessment process and also to obtain independent assessments on the financial information provided by the tenderer, or where applicable the Parent/Holding Company, and take this into consideration in the financial assessment.
