The services will be undertaken for properties and sites owned and administered by Raven Housing Trust. These include, but may not be limited to, the following areas:
The Districts of Reigate and Banstead Borough Council, The London Borough of Sutton, Tandridge District Council, Mole Valley District Council, Epsom and Ewell Borough Council, Woking Borough Council, Crawley Borough Council, Mid Sussex District Council.

Raven Housing Trust Ltd (Raven) are seeking to appoint a specialist consultant to undertake asbestos survey and analytical services throughout the properties owned and administered by them.
By 2017 Raven aim to have carried out asbestos management surveys on all of its stock. It is estimated that this will equate to 450 surveys per annum from 2015 to 2017. Additionally asbestos refurbishment surveys will be required on an on-going basis to accommodate planned maintenance work/ adaptations; these are currently estimated at around 180 surveys per annum.
Raven also require specialist support in all other services and functions related to asbestos surveys and analytical works.
As an indicative, but not exhaustive, list, the services will include:
— The inspection of properties to the “Management” level of asbestos surveys in accordance with the relevant regulations,
— The inspection of properties to the “Refurbishment & Demolition” level of asbestos surveys in accordance with the relevant regulations,
— The inspection of properties undertaking a hybrid management/pre refurbishment survey in accordance with the relevant regulations,
— Annual condition reassessment of ACMs located in communal areas,
— Survey and condition reassessment data submission in a format enabling data upload in to Ravens asbestos register database,
— Internet access to data stored and maintained on the Consultants web portal,
— Sampling and analysis of suspected asbestos materials,
— Asbestos air monitoring of all types,
— Preparation of specifications relating to removal, encapsulation etc.,
— Supervision of asbestos removal including stage 4 clearance testing, personal monitoring, reassurance testing,
— Contract management and full site supervision,
— Provision of asbestos analysis service,
— Specialist consultancy services with a 24 hour helpline and emergency call out facility,
— Management, control and up date of contracts register,
— Any other duties reasonably associated with acting in the role of specialist consultant,

II.2.1)Total quantity or scope:

The estimated total annual value of this contract is £105,000 per annum, but this fluctuates dependant on requirements. The contract is for an initial period of 3 years with the option to extend, on an annual basis, for a further 2 years subject to satisfactory performance. The value of the contract may change due to stock growth or disposals.
Note: all values are estimates only and are subject to change.
The first year of the contract will run from the date of award, provisionally December 2014, through to 31.3.2016. This will be a time period in excess of 12 months.

Range: between 300 000 and 500 000 GBP

Description of these options: The contract will be let for an initial term of forty months (1x 16 month period and 2 x 12 month periods). Following this period, Raven at their absolute discretion, will have the option to extend for a further period of twelve months subject to satisfactory performance on two separate occasions giving a maximum term for the contract of sixty four months.

Raven reserves the right not to award any agreement or to award any individual services pursuant to an agreement. Applicants should therefore note provision of a submission to Raven does not guarantee any level /amount of work. Raven will not in any circumstances, reimburse any expense incurred by the applicants in preparing their pre qualification questionnaire or tender submission.
