LIT0489 Asset Fire Protection Improvement Works

2.2

Description of the goods or services required

We require a Main Contractor to carry out Asset Protection Fire Improvement Works within occupied buildings at the Old College and New College. The works relating to the Drummond Street Geography building relate more to Life Protection to enable students and staff to safely evacuate the building. Please note that the site will be occupied at times with both staff & students present within the building.

These works are proposed to commence on 23 May 2016 and to be completed by 2 September 2016:

-Fire protection works proposed dates 23 May 2016 – 2 September 2016

-The programme of works are to be delivered over three buildings and may be split into separate packages of works for the ITT tendering stage.

We wish to appoint a Main Contractor to assist the University in upgrading the fire protection of the buildings and to improve safe egress from the buildings in the case of a fire. The selected Contractor for the Old College Works will share the existing site at Old College with the Principal Contractor as defined by Construction (Design and Management) Regulations 2015.

The University estimates that the overall construction value for work will be circa 1.2M GBP over the three buildings.

The buildings:

-Drummond Street (Geography building) is located on Drummond Street. This building is Category B listed and was built in 1853. It was originally built as the new surgical hospital and is referred to as the Old Infirmary. Gross floor area of 4801m2

-Old College is located on South Bridge. This building is Category A listed and was built in 1789. It is built around a central quadrangle and the works to be carried out are on the South side of the quadrangle. Gross floor area for the whole building is 17921m2 however the works are limited to the south side of the building.

-New College is located on 1 Mound Place and can be accessed via Mound Place or the Royal Mile. The building is Category A listed and was built in 1846. Gross floor area 6225m2.

The Main Contractor’s likely scope of works for Drummond Street (Geography building) include:

-Upgrading fire detection system to L1 throughout the building

-Installation of dry riser mains to 2nr stairs

-Fire stopping/compartmentation of various horizontal & vertical voids

-Sub-division of the roof space to improve fire compartmentation

The Main Contractor’s likely scope of works for the South side of Old College include:

-Asset protection fire engineering works to key rooms

-Upgrading fire detection to key areas

-Installation of dry riser main to staircase off South College Street

-Fire stopping/compartmentation of various horizontal & vertical voids

-Sub-division of the roof space to improve fire compartmentation

The Main Contractor’s likely scope of works for New College include:

-Asset protection fire engineering works to key rooms

-Upgrading fire detection in key areas

-Fire stopping/compartmentation of various horizontal & vertical voids

The shortlisting decision shall be based on passing the minimum standards (pass/fail) sections of the qualification envelope in PCST (shown in Section 2 of this document) as well as on the results of the scored questions listed in the PCS-T technical envelope (shown in Section 3 of this document). We will take the highest six Suppliers through to the ITT stage and they will be invited to tender.
