1.1          The Brief outlines the purpose of this procurement exercise, the current set of arrangements and the Council’s requirements. 1.2          There are two core drivers for the AV & Webcasting Project. The motivational driver behind the project is to enable the Council to better deliver its long standing objective of being as open and transparent as is possible. This includes making its public meetings accessible to as many as is possible.  When first implementing its existing webcasting service, the Council was one of the pioneers of the service, but recognises it now needs to review such to secure ongoing affordable improvements in the service. 1.3          The practical driver of the AV and Webcasting Project is to rationalise the current set of arrangements currently subject to three separate providers with differing sets of contractual terms, points of contacts and billing arrangements; which will help achieve greater quality, ease of use, value for money and Best Value. The current set of arrangements has led to a degree of duplication and no substantive linkage. The Council is seeking to secure the service through one service provider (albeit if necessary, that provider may sub-contract elements of the service). 1.4          The project seeks to secure modern and future methods of exchanging and imparting information, progressing away from traditional microphone and speaker public address systems to include a much wider variety of informational formats and delivery methodologies, of which webcasting is but a part, albeit a key one.  1.5          The service requirements, in summary, must be to have a system which is easy to use, reliable and with updates included within the package with options for additional services to be acquired during the course of the contract, remote access and a minimum HD audio and video quality.  1.6         Tenderers are invited to submit proposals which may be higher than the stipulated Service Requirements, such as 4k audio and video, OLED displays rather than LCD, wireless webcasting systems and dedicated applications for mobile devices rather than web based portals.
