Barnsley Council is reshaping the current adult drug and alcohol support services and is seeking to procure a whole system, recovery and outcome focused substance misuse service.
The Council currently commissions a wide range of substance misuse support and treatment services which are delivered by a number of providers through 24 different contracts. Rather than a series of linked services the new service will provide a fully integrated model and will include all aspects of substance misuse interventions ranging from needle and syringe programmes, harm reduction, brief interventions, structured psychosocial interventions, specialist prescribing, Hospital Liaison and recovery and after care support, and access to residential detoxification and rehabilitation.
The Provider will also be responsible for contracting with Pharmacies in relation to community needle and syringe programmes and supervised consumption schemes, with GPs regarding the delivery of Shared Care provision and with Barnsley Hospital National Foundation Trust to provide specialist substance misuse midwifery support.
The specification outlines the framework which will contribute to the outcomes that the Council wishes to achieve rather than a detailed service description. The service will be delivered through a single contract and must demonstrate how it will be structured to meet the outcomes outlined in this specification. This could be a contract with a Lead Provider, consortium or association or any other single lead provider status. The Provider is encouraged to demonstrate creativity, innovation and added value in their service design. A cost benefit realisation model will be developed giving a clear rationale as to how the service costs will reduce over the duration of the contract.
