The BBC requires the services of a roster of user experience and design suppliers to create and deliver highly creative user experience solutions in line with overall business and user experience strategy for the BBC’s online products and services. Suppliers will be required to work across the BBC’s product portfolio including, but not limited to, News, Sport, Weather, Children’s, Knowledge and Learning, Radio and Music, i-Player and TV, Homepage and Content Discovery. Suppliers will be required to work on the BBC Global Experience Language, Audio/Video and Live experiences, and emerging editorial propositions in support of One Service Development and the BBC ‘One Service’ strategy to develop new products and services across the BBC.

II.2.4)Description of the procurement:
The Framework Agreement will have a term of 2 years commencing on 15.4.2017 and ending on 14.4.2019. The BBC intends to award between five and ten Framework Agreements following the procurement process in accordance with our evaluation methodology at Section B, paragraph 3 of the ITT Documentation. The value detailed in II.1.5) is the total estimated Framework value, we anticipate that the annual value will be approximately 3 000 000 GBP

The BBC may apply multiple extensions to the Initial Term, and such extensions shall not exceed a combined total of 24 months. If the BBC wishes to exercise the option to extend, it will give written notice to the successful provider no later than 30 days prior to the end of the then current term.

Where there is more than one economic operator, the BBC reserves the right to require a grouping of economic operators to take a particular legal form or to require a single economic operator to take primary liability or to require that each party undertakes joint and several liability. In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
