Justification for a framework agreement, the duration of which exceeds four years: The Framework Agreements will have a term of 2 years commencing on 20.10.2016 and ending on 19.10.2018. The Framework Agreement may be extended at the BBC’s discretion by up up to 2 (two) times for up to 12 (twelve) months on each occasion. If the BBC wishes to exercise this option, it will give written notice to the successful provider no later than 30 days prior to the end of the initial term.

Utilising these Capabilities we intend to procure through mini-competition (‘Call-Off’) the following types of services/products. Please note that Call-Offs are not limited to these products nor will the Capabilities listed within these products be exclusive. This is intended to provide a flavour of the Call-Offs that will be available through DSFIII.
(a) User Experience and Design (such as Service Design);
(c) Children’s Mobile Application;
(d) Website Build and/or Support;
Suppliers will have the opportunity to work across pan-BBC departments including, but not limited to; News, Sport, Weather, Children’s, Knowledge and Learning, Radio and Music, myBBC and iPlayer.
Suppliers may have the opportunity to provide services across a variety of bespoke internal staff-facing or other user-facing applications.
This Invitation to Tender (ITT) and Tender Pack (‘“the Tender Documents”’) provides guidance on how to respond to opportunities for supplying the BBC through the BravoSolution portal.
The anticipated estimated annual contract value will be between 4 000 000 GBP and 6 000 000 GBP.

This Framework is not divided into lots as the services are not exclusive and will be purchased across the Categories described.

(These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier) — Click on the relevant PQQ/ ITT to access the content. — Click the ‘Express Interest’ button at the top of the page. — This will move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only). — You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ/ ITT Details’ box. 4. 250 000 GBP in the aggregate, insurance cover for professional indemnity/errors or omissions.
2 000 000 GBP insurance cover for public/general liability.
The BBC will evaluate technical ability/financial standing of the bidders in accordance with Articles 57-65 of Directive 2014/24/EU of the European Parliament and of the Council and Regulations 57-65 of the Public Contracts Regulations 2015 and detailed explanations of the evaluation methodology and minimum criteria to be satisfied are set out in the Pre-qualification Questionnaire.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
