In 2015 the government announced that they will be investing GBP 85 000 000 a year for 4 years in BBC World Service launching 11 new services in the following languages: Afaan Oromo, Amharic, Gujarati, Igbo, Korean, Marathi, Pidgin, Punjabi, Telugu, Tigrinya, and Yoruba. This means the BBC World Service will be available in 40 (currently 29) languages including English. The BBC World Service will also expand its digital services to offer more mobile and video content, a greater social media presence, and new ways of reaching its audience around the globe. This money will help build the global reach of the World Service and increase audience access to news and information and help achieve the overarching business objective of reaching 500 000 000 people per week by 2022.

Lot 1 — Requirements for BBC Media Services: International Markets.

The appointed agency will be required to deliver international media planning, international market intelligence, strategic insight and assist in the planning and buying of off-air (non-BBC) paid-for media for the BBC – TV, radio, OOH, programmatic, social media services. With an array of owned channels across all platforms and increasing presence in social media, it is only when certain campaign objectives cannot be met via those that external spend is required. Please note that any World Service requirements will be agreed on a project by project basis, and any fees will be charged in line with the pricing schedule set out in Section F. The BBC have provided an estimate for the amount of resource required under this contract, however please note that we are unable to guarantee the exact levels of support that will be required. The territories the Agency shall provide the services for will include (but is not limited to):

— India,

— Sub Saharan Africa,

— North Africa,

— Middle East,

— Asia,

— United States of America,

— Latin America,

— Europe.

And any other countries and/or geographical regions agreed by the Parties to be added to this Agreement in accordance with any variation made to this Agreement under Clause 44 of the Contract.

Lot 2 — Requirements for BBC Media Services: Digital Language Specialist.

The Agency shall deliver the Services to the BBC further to the terms of the Agreement., The Services shall include (but not be limited to) the following: the agency shall deliver international digital media planning and buying, international market intelligence ‘in language’, using language specialist expertise in all Territories. The Agency shall at all times utilise and possess, in its performance of the Services, a robust understanding of international and local Territory audiences’ online behaviour and a cultural understanding of the markets in which the BBC operates and of the Territories generally. Furthermore, the Agency shall provide to the BBC as part of the Services, guidance and planning on how to reach audiences, in all and any of the Territories, through digital innovations and formats, the management of digital media buying in all Territories, the management of monitoring campaign performance and optimising the BBC’s digital campaigns and evaluation and measurement of its effectiveness in each Territory. The territories the Agency shall provide the services for will include (but is not limited to):

— India,

— Sub Saharan Africa,

— North Africa,

— Middle East,

— Asia,

— United States of America,

— Latin America,

— Europe.

Where there is more than one economic operator, the BBC reserves the right to require a grouping of economic operators to take a particular legal form or to require a single economic operator to take primary liability or to require that each party undertakes joint and several liability.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders .However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
