The BBC is looking to award contract(s) for the provision of Newspapers and Publications Subscription Services with suitable provider(s) for supply and delivery to major BBC locations.

The requirements are:

Lot 1: Hardcopy Daily Newspapers, and Online Subscription Services (estimated contract value over 5 years — 5 000 000 GBP).

Lot 2: Early Edition Newspapers (estimated contract value over 5 years — 1 500 000 GBP).

The intent is to award 2 contracts:

Lot 1: the core contract, and

Lot 2: the optional contract. The BBC reserves the right to remove Lot 2 from the scope. In the eventuality that the same Tenderer is successful for both Lots the BBC reserves the right to award both under the same contract. The contract(s) will have a term of 3 years from 1.11.2018 to 31.10.2021, the contract may be extended, numerous times and in any increment but shall not exceed 24 months (a maximum term of 5 years).

Hardcopy Daily Newspapers — The delivery of approximately 50 000 copies of hand delivered newspapers and publications every month, distributed daily to BBC locations. Typically these cover c. 485 titles and include online access (where available).

Online Subscriptions Services — The provision of both on-going individual subscriptions and one-off publications for delivery by post and desk drop to BBC UK locations.

Early Newspapers — To facilitate overnight and early morning news programming and to ensure that BBC News acquires the earliest copies of newspapers available, first editions or “earlies” are collected from the printers and are hand-delivered directly to BBC News at New Broadcasting House and the surrounding buildings, no later than between midnight – 1:00 am every night.

III.1)Conditions for participation

List and brief description of conditions:

Where there is more than one economic operator, the BBC reserves the right to require a grouping of economic operators to take a particular legal form or to require a single economic operator to take primary liability or to require that each party undertakes joint and several liability.

In the case of technology requirements, the BBC may involve its technology partner (ATOS IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract will be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
