The service must include access to a wide range of searchable full text content including major United Kingdom national and regional newspapers, international newspapers, magazines, specialist titles and other sources.

The BBC is seeking a supplier to provide an online news information service. The supplier shall provide an existing — “off-the shelf” web-based application with access to current content and an extensive archive. The service must include access to a wide range of searchable full text content including major United Kingdom national and regional newspapers, international newspapers, magazines, specialist titles and other sources.
The service will form part of an essential research resource available to staff across the BBC both within and outside the United Kingdom, and possibly to BBC affiliates, and will be delivered through the BBC’s intranet portal. The BBC’s current registered users are from all areas of the BBC including news, television and radio production departments.
The total value of this contract is estimated to be between 900 000 GBP — 1 350 000 GBP over the full five year term, including extension options.

The contract will have an initial term of five (3) years, starting from 31.8.2019. The BBC may extend the term on 1 or more occasions for up to a maximum total extension period of 24 months.

Where there is more than 1 economic operator, the BBC reserves the right to require a grouping of economic operators to take a particular legal form or to require a single economic operator to take primary liability or to require that each party undertakes joint and several liability.

2.5) You can now access any attachments by clicking “Buyer Attachments” in the “ITT Details” box.
3) Responding to the tender:
3.1) Click “My Response” under “ITT Details”, you can choose to “Create Response” or to “Decline to Respond” (please give a reason if declining);
3.2) You can now use the “Messages” function to communicate with the buyer and seek any clarification;
3.3) Note the deadline for completion, then follow the onscreen instructions to complete the ITT There may be a mixture of online and offline actions for you to perform (there is detailed online help available);

When accessing responses, the BBC will firstly assess if the Tenderers’ meet the “qualification envelope” minimum requirements and only once the minimum mandatory requirements are met, the Tenderers’ capability will be evaluated by scoring the “Technical Envelope” questions.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding Authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding Authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
