The Big Lottery Fund (“BIG”) is seeking an organisation to provide networking and development support services to grant holders on its Awards for All grants programme in Northern Ireland.
Under the Awards for All programme in Northern Ireland, BIG awards grants between GBP 500 to GBP 10,000 to a variety of organisations including voluntary and community organisations and statutory organisations for charitable, community, educational, environmental and health-related projects.
For each year of the contract, the successful provider will be required to:
— carry out a needs analysis to identify the needs of the Awards for All grant holders;
— based on the needs analysis, create a network to facilitate sharing of good practice amongst grant-holders and
partnership working in a supportive environment; and
— based on the needs analysis, provide ongoing support and guidance to grant-holders through a variety of delivery methods (for example one-to-one sessions, workshops and facilitation of events).

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the contract on behalf of the consortium and enter into a contract with the Contracting Authority.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: Bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.
III.2.2)Economic and financial ability
Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.

(1) As a minimum, the bidder must have 3 years relevant experience successfully delivering similar contracts of this type, value and complexity, including experience of:
a) working with a wide range of voluntary and community groups and statutory groups such as schools; and
b) delivering development and support training in the areas mentioned at paragraph 3.5 of Section 3 above and set out below:
— support and guidance to groups of projects with similar training/development needs
— support, training and guidance on financial management
— specialised support training and advice on governance arrangements and operational management including human resources, equalities, sustainability.
— support training and guidance in the area of volunteer recruitment, retention and management
— support training and guidance on social media and website assistance
— signposting to services already provided by other organisations
— support training and guidance on engaging with the hard to reach
— support training and guidance on evaluation methods and provision of project monitoring systems and techniques.
Bidder’s will be required to submit evidence demonstrating this as part of their tender submissions.
(2) As a minimum the bidder must provide evidence that it has a quality management system in place.
(3) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
