The BTF Project is an integral component of the MSSS programme that will deliver the capability to transfer treated and immobilised waste from the Silos Direct Encapsulation Plant (SDP) to interim safe storage. The MSSS Programme and BTF Project are aligned to the strategic objectives of site restoration through remediation of hazardous materials from the legacy of early defence programmes, first generation reprocessing and waste handling facilities located at Sellafield.
Sellafield wishes to appoint a contractor (possibly in a consortium with others) to complete the BTF project, further details of which can be found in the Memorandum of Information within the pre qualification questionnaire instructions.

Description of these options: The Options which may form part of this procurement are summarised below.

Section III: Legal, economic, financial and technical information
No special legal form is required but one member of a consortium may be required to accept responsibility for the other member(s), and a consortium may be required to form a legal entity with appropriate parent company guarantees as a condition of award of contract.
Description of particular conditions: Tenderers will be required to provide information as requested via Sellafield Ltd’s CTM system or via the nominated Sellafield Ltd representative, details of which are set out at section I.1 of this notice. These details are a mandatory requirement for being eligible to participate in the tender.
Candidates should ensure that they do not meet any of the ineligibility conditions stated in Regulation 23(1) of the Public Contracts Regulations 2006/Directive 2004/18 on the coordination of procedures for the award of public works contracts, public supply contracts and public services contracts.
The economic operator and/or members of the consortium in aggregate must meet the requirements set out in Regulation 24 of the Public Contracts Regulations 2006, as further described in Appendix A Part B of the Pre-Qualification Questionnaire a copy of which is obtainable from the contact point identified in Section VI.3.
Minimum level(s) of standards possibly required: Tenderers will be required to provide the information detailed in the PQQ. The economic operator and/or members of the consortium, in their expression of interest, must provide the evidence as further described in paragraph 14 and Appendix A Part B of the Pre-Qualification Questionnaire a copy of which is obtainable from the contact point identified in Section VI.3.
Tenderers will be required to provide information as requested via Sellafield Ltd’s CTM system and in accordance with paragraph 9 of the PQQ Instructions. These details are a mandatory requirement for being eligible to participate in the tender.

Please note that a “Request to Participate” is by completion and return of a Pre Qualification Questionnaire (PQQ) response by the date and time detailed in IV.3.4. Please note that when requesting the PQQ candidates must confirm the contact details to whom all clarification and/ or permitted amendments in respect of the documents should be addressed to via Sellafield Ltd’s CTM system detailed above, as this is the only system through which Sellafield will issue information during this PQQ/tender process.
