The design and construction of a Shell for new leisure facility which is constructed integral to and overlapping (in relation to construction activities) with the proposed IFA National Football Stadium. The new leisure facility will be located at the West end of the new IFA National Football Stadium at Windsor Park. The building is circa. 5800m2 comprising of basement, ground floor, first floor and second floor. The contract will also include the construction of the new roof to the West Stand of the IFA National Football Stadium at Windsor Park

The successful economic operator may be required to provide a performance / insolvency bond from an A rated bank, financial institution or insurance company registered in the UK. The successful economic operator may be required to provide a Parent Company Guarantee.

The main contractural terms will be detailed in the form of NEC3 contract as directed in the contract documents.

Economic Operators may opt to form a consortium with another contractor in order to meet the minimum turnover referenced in the prequalification documents. If the contract is to be awarded to a consortium the Contract Authority may require the consortium to form a legal entity so that each company is jointly and severally liable for the performance of any subsequent contract.

Description of particular conditions: The Contracting Authority successfully obtaining finance from Government Departments.
Public investment by the Department of Culture, Arts and Leisure (DCAL) is required, inter alia, to promote sustainable economic development, maximise social returns and tackle socio-economic inequalities. The successful EO/Applicant and their supply chains shall each be respectively required to adhere to core specified contractual obligations which serve DCAL’s related public policy and statutory obligations in these regards (including, inter alia, s.75(1) of the NI Act 1998). Therefore, specific contract clauses shall relate to sustainable economic, social, environmental and equality requirements, and may be used as award criteria. Demonstrable commitment to these core componential contractual requirements will be part of the Invitation to Tender stage and awarding of this contract. Further detail in the above regard will be provided to applicants following receipt of electronic expressions of interest.
