Welsh Government is seeking to encourage the further development of Life Sciences within Wales.
As part of this agenda Welsh Government is looking to develop a new Welsh ATMP facility in south-east Wales within the M4 corridor, easily accessible to the Cardiff area, airport and rail connections.
The facility will be capable of being multi-tenanted to encourage the development of a ‘life sciences hub’.
An existing building has been identified as potentially available for re-fit to suit the purposes of this project. Initially, one floor of the building will be fitted out to a standard suitable for a range of ATMP processes.
These fit-out works will include manufacturing areas up to MHRA Grade B, Grade C, and Grade D along with specialist laboratory spaces (including some non-classified cleanrooms and containment rooms) and ancillary support areas.
In line with policy, Welsh Government is seeking to procure appropriate ‘design & build’ contractors through competition. Welsh Government is seeking tender submissions from capable organisations through this Open Procurement Procedure.
The successful organisation will be capable of taking the project forward through the design, construction/installation and commissioning stages and qualifications to OQ stage.

II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

A contractor is required to undertake works to the existing building to prepare it for and subsequently deliver specialist internal fit-out and to deliver ‘landlord works’ to service the building, as further described below.
The scope of general works associated with this competition includes but is not limited to:
— Strip-out of existing redundant building services and internal partitions;
— Strip out of false floors and associated services;
— Design & build/refurbishment of core areas including reception & welfare;
— Design & installation of all amendments to existing cladding/building envelope including new curtain walling;
— Design & installation of all new building services & process utilities to a set boundary point and performance condition to feed the new facility;
— All external works including drainage, amendments to the car-park/entrance, landscaping etc.
The building ground floor area is approximately 2,700m2 of which:
— Approx 65m2 toilets/showers/welfare;
— Approx 200m3 general spaces including stairs, lifts, reception area;
— Approx 150m2 of associated services provision including building services;
— Approx 2,300m2 ‘specialist spaces’ as detailed below;
There is also an external plant area excluded from this calculation.
The scope of the specialist internal fit-out works associated with this competition includes but it not limited to:
— Approx 1,035m2 Grade B/C/D;
— Approx 630m2 Laboratory and specialist spaces;
— Approx 725m2 ancillary space;
— Approx 400m3 general spaces.
Following the initial strip out and works to the core areas, the works are anticipated to be external to the existing building envelope.
The contract will be let on a design and build basis, with the contractor responsible for advancing the outline design to construction status, followed by the construction, installation and commissioning and qualification.
The contractor will handover a facility complete with utility connections and building services to suit the specialist fit-out programme; and which has passed Installation (IQ) and Operational Qualification (OQ) stages and is therefore ready for the occupier to commence Performance Qualification (PQ) and Process Validation to suit the current product clinical trials materials production and process development timeline.
The occupier will need to move in and commission significant numbers of process equipment items during the period between IQ and Handover and this must be facilitated by the contractor.
The design and construction must provide for future expansion of the manufacturing area (as indicated on the layout drawings), with minimal disruption to on-going production.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(5) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(6) Samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests.
(7) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided.
