The Authority is seeking expressions of interest from suitably qualified and experienced service providers to enter into a contract for the delivery of a programme of capital investment works (“the programme”) to its residential housing stock comprising approximately 10 000 properties within the contract area of which approximately 2 500 are leaseholder and the remainder are tenanted. The housing stock is a variety of ages and construction type and includes multi storey buildings as well as some traditional street properties. The number of properties may increase or decrease over the term of the programme. The programme consists of external works to all properties including roofs, windows, environmental works and similar. The majority of the works within the programme will be undertaken with residents in occupation.
The Authority intends to enter into a contract with a service provider for a period of 96 months with an option for the Council to break the contract, at its sole discretion, at 36 months and 72 months. The form of delivery contract will be a bespoke form of TPC 2005 Term Partnering Contract (as amended). Details of the contract will be set out in the tender documents.
Any works awarded by the Authority shall be in accordance with the rules of the contract. Work awarded under the contract maybe awarded subject to satisfactory performance of the service provider against pre-determined Key Performance Indicators. Further information will be set out in the tender documents. The anticipated value of the contract will be 55 000 000 GBP. The Authority is also keen to explore other means of improving sustainability to their properties and therefore the tender documents will include opportunities to submit proposals for other “Added Value Eco Commitments.” The service provider may also be required to assist the Authority in the identification and delivery of energy saving initiatives and energy wide offers to the Authority’s built assets.
The Authority also wishes to support people who are in long-term unemployment not in education, employment or training and small or medium enterprises to ensure that there is specific capacity to deliver the service it requires and to promote sustainability through its procurement. Therefore, this contract may contain community benefits clauses as allowed within Regulation 39 of the Public Contracts Regulations 2006.
