Place Partnership Limited, on behalf of the Commissioning Authorities, are seeking a suitably qualified and experienced contractor to supply cleaning services for a variety of buildings and assets which are owned and / or occupied by its Commissioning Authorities namely in the first instance by the Hereford and Worcester Fire Authority and the Worcestershire County Council.

II.2.1)Total quantity or scope:

The works require the Contractor to undertake the daily cleaning schedule of the Commissioning Authorities property portfolio but not limited to:
Window cleaning,
Deep cleaning,
Environmental cleaning,
External cleaning,
Specialist cleaning,
Associated cleaning services,
The cleaning of floors, walls and woodwork as well as furniture, fixtures and fittings,
The cleaning of internal glazing such as mirrors, windows, doors and partitions,
The cleaning of wash-room fittings such as basins, toilets and showers,
The emptying and cleansing of waste bins,
The wiping and sanitisation of telephones.
The Contractor may be required as part of the contract to provide hard and soft copies of all pertinent risk and method statements.
The works shall be carried out by experienced and qualified operatives capable of all works listed in the specification.
It is proposed to award this contract to 1 contractor only, however, Place Partnership Ltd reserves the right to award to more than 1 contractor should that prove to be financially and operationally beneficial.
Principle Contractors are encouraged to support and facilitate the use of Small and Medium Enterprises (SMEs) in the delivery of services where appropriate.

The performance of the contract is subject to particular conditions: yes
Description of particular conditions: The contract shall run from 1.10.2016 to 30.9.2020 with a break clause within the contract for an analysis of the works carried out after 2 years.
It is an essential requirement that all staff engaged on this contract are vetted by the Disclosure and Barring Service (DBS) and may also be required to be cleared to Non Police Personnel Vetting Level 2. All costs associated with DBS vetting will be met by the successful contractor, NNPV will be carried out by the Force Vetting Unit of Warwickshire Police.
Non-vetted personnel will not be allowed on any site.
The successful contractor will be expected to have submitted the appropriate number of completed DBS and NPPV forms prior to the start date of the contract.
This contract is subject to the TUPE regulations, details of which will be supplied with the Invitation to Tender documentation.

Contractors wishing to be considered for inclusion in the tender process must first complete and return a Pre-Qualification Questionnaire by the date and time in para IV.3.4) The Questionnaire and supporting documentation can be obtained from Worcestershire County Council e-Tendering Portal located on the website(www.worcestershire.gov.uk/tendering) including Appendix A and Label. Contractors must be registered on the Worcestershire County Council tendering portal in order to access documents. Once logged in, the documents referring to this particular contract can be located under Building and Property Maintenance. The information in the Questionnaire shall form the basis for the selection of service providers to be invited to tender.

Vetting

Conforming tenders to be submitted. Thereafter, variants may be offered but the contracting authority does not bind itself to accept any variants. The contracting authority reserves the right not to award a contract or to award any option(s) it so wishes. Contractors selected to submit a tender should not assume that their selection implies any recognition or acceptance of their suitability to undertake the contract. In the event of the tender response being inadequate, in either the number of bids received or the quality of bids received, the contracting authority will move automatically to the negotiated procedure without a further notice.
Place Partnership Limited reserves the right to cancel this procurement at any stage and not to award a contract.
1 contractor will be awarded the contract. Place Partnership Limited reserves the right to accept tenders for work in any category or a combination as deemed appropriate.
Other Public Sector bodies that may opt to make use of this contract include Hereford and Worcester Fire and Rescue Service, The Herefordshire Council or other local authorities in the areas of Worcestershire,Herefordshire, Warwickshire and Shropshire.
