A list of current members of JV North is also available at www.jvnorth.co.uk. The Consultants Framework being procured through this OJEU process will be used by the members of JV North and/or any of the subsidiaries and/or group companies and / or joint ventures or organisations in which members have an equity stake. Other Registered Providers (as registered with and regulated by the Homes and Communities Agency or any other successor body that takes on these regulatory functions) based in The North West and West Midlands may join JV North in the future and therefore use this Framework Agreement.

The Contracting Authority is looking for suitably experienced and qualified personnel and organisations to be considered for its framework arrangement. The Contracting Authority is seeking to establish 2 multiple supplier framework agreements for the consultant disciplines required to administer a number of types of building contracts. These disciplines are:
Lot 1 – Employers Agent, Quantity Surveying & CDM Co-ordinator Services.
Lot 2 – Architectural Services.

The value of the construction works estimated to be undertaken during the period covering the Framework Agreement is up to approximately £120 000 000. This will be dependent on the extent of grant and funding available. It should be noted that the value of the construction services undertaken will directly affect the value of the services required. The estimated total value of the services to be procured through this Framework is between £2.7million and £7.2million.

Please note that where the applicant has a parent or holding company they will be required to provide a Parent Company Guarantee. The Contracting Authority will require minimum levels of cover for Public Indemnity, Employer’s Liability and Professional Indemnity Insurance. Please note also that JV North will include a requirement for the prompt payment (within 30 days) of sub-contractors and suppliers as part of the conditions of the Framework Agreement that consultants will enter into.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: JV North will incorporate a minimum 10 calendar day standstill period. The Public Contract Regulations 2006 (SI 2006 No 5) as amended, provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authorities to amend any document and may award damages. In certain circumstances the remedy of ineffectiveness is available and/or penalties may be imposed by the Court. For breaches of the Regulations the purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
