Description of the contract

Dorset Waste Partnership are looking to award to a single contractor to provide, manage and develop a Dorset County wide (excluding Bournemouth and Poole) Bulky Household Reuse and Recycling Collection Service on behalf of the Dorset Waste Partnership. This contract will commence on 1st April 2015. The contract will be for a period of 5 years, with an initial period of 2 years plus 1yr + 1yr + 1year. The waste collected under this contract is as per Schedule II of the Controlled Waste Regulations 1992 i.e. an article of waste which exceeds 25 kilograms in weight and/or any article which does not fit, or cannot be fitted into a receptacle provided by the Dorset Waste Partnership in accordance with section 46 of the Environmental Protection Act 1990. TheContractor will undertake the following service(s), The Contractor will source appropriate outlets for collected Bulky items which ensure the management of these materials in accordance with the waste hierarchy and all relevant legislation. The Contractor will achieve at least the reuse and/or recycling rate of 65%. The Contractor shall use all reasonable endeavours to ensure that items which are suitable for reuse should be made available to the community through the use of Third Sector Organisations and/or Furniture Reuse Charities. Items which are not suitable for reuse or recycling will need to be disposed of in accordance with relevant legislation. The DWP as part of its disposal obligations will work with the Contractor to provide access to its disposal outlets (Appendix four – List of DWP Delivery Points) for waste wood and residual waste through its existing contracts when requested and any gate fees relating to this service disposal shall be paid by the Authority. The Contractor shall not dispose of materials at the Household Recycling Centres. Conduct the service in accordance with the DWP agreed customer charging mechanism. As part of the pricing schedule, the Contractor must stipulate the cost per collection including any additional costs to be met by the Authority to cover items such as intermediate haulage & storage of materials. This cost per collection can be above or below or equal to the maximum collection fee – where above indicates a cost to the authority and below indicates an amount the Contractor would pass back to the authority. Legislation The use of a Concession contract means that this contract will be compliant with EU and UK procurement regulations without the need for further notices or applications. This concession will not be subject to OJEU notices, but will be advertised on the SW e-tendering portal.
