East Renfrewshire Council is looking to appoint suitably qualified business partners to support the engagement of workless customers to help them secure and sustain employment, training or education.
Tenderers are to note that upon award of this Framework Agreement the Council are expecting to offer the following budgets in Year 1 (July 2015-31.3.2016) for initial consultation work. The approximate spend detailed below is to include provision for fees and expenses and is, broken down as follows: This figure cannot be guaranteed.
Lot 1: Client Management Services 30 000 GBP.
Lot 2: Business Liaison Activity 22 000 GBP.
Lot 3: Provision of training 27 000 GBP.
Lot 4 Provision of Training of Modern Apprentices 25 000 GBP.
The Top 5 Ranking tenderers from the PQQ will move forward to the ITT.

1)Short description

East Renfrewshire Council manages a highly successful Modern Apprenticeship Programme on behalf of Skills Development Scotland. At any one point in time the council will employ approximately 40 Modern Apprentices across a variety of disciplines including Business Administration, Childcare Learning and Development, Facilities Management and Construction. This year we are expanding our MA provision to support participants in organisations out with the council.
We are seeking to engage with an external business partner to deliver (with appropriate approvals in place), facilitate and/or source appropriate vocational training for our MAs.

Partners will be able to demonstrate an understanding of employability issues, the needs of individuals seeking employment, the barriers they face and a demonstrable track record of success in assisting excluded individuals into sustainable employment.

1)Short description

East Renfrewshire Council wishes to engage an external partner to support the engagement of the local business base and promotion of business support and employability services for the period June 2015-31.12.2018 with a possible extension to 31.12.2020.
We aim to:
— Improve our contacts with and knowledge of local companies;
— Promote ERC and partners business services to local businesses;
— Improve our knowledge of the local labour market;
— Source training and work experience placements for clients;
— Liaise with businesses to identify bespoke training and employment interventions;
— Increase the numbers of job outcomes and sustained job outcomes.
Partners will be able to demonstrate an understanding of economic development and employability issues and the basis of public sector intervention. They should also be able to demonstrate an understanding of issues facing local businesses in the current market and will be able to demonstrate a track record of securing vacancies and placement opportunities for employability clients.
Within ERC Economic Development has overall responsibility for the support and development of local companies and oversee the delivery of Business Gateway Services. The team offer a range of services and programmes which are available to local businesses. Information on local companies and details of our work with these organisations is held on our iDent Company Database and that resource will be made available to the successful partner.
We have well developed employer engagement strategies and our Place to Work campaign, launched in 2013, has yielded real benefits in terms of effective partnership working achieving positive outcomes for our customers. Furthermore, we have a dedicated officer responsible for identifying job and training opportunities which will result in major developments arising from our City Deal, housing and SDO activity. The main focus of this activity therefore will be about developing and maintaining good working relationships with the wider business community in East Renfrewshire requiring a very much ‘boots on the ground’ approach.

1)Short description

Worker wishes to engage business partners for the period September 2015-31.12.2018 (with an extension likely to 31.12.2020) to support the engagement of workless customers to help them secure and sustain employment, training or education. We aim to deliver focused interventions that enable individuals to tackle barriers preventing them from accessing learning, training, volunteering and work by providing 1:1 support, group work, information and referrals to other services.
Partners will be able to demonstrate an understanding of employability issues, the needs of individuals seeking employment, the barriers they face and a demonstrable track record of success in assisting excluded individuals into sustainable employment. In addition, expertise and experience in progressing individuals through the Strategic Skills Pipeline is crucial. Again, our priority groups are identified within our Employability Strategy.
Brief.
Based in our Barrhead Foundry, you will be required to work closely with the other members of the Worker team in general and the Client Management Team in particular. For the purposes of this tender, we would anticipate that you will be able to support 320 clients per year (160 in year 1) for the duration of the contract which will yield 160 positive outcomes per year (80 in year 1) although specific commissions are likely to be on a annual or project by project basis.
