This Contract covers a working relationship with an Innovation and Integration Partner (IIP) to design and implement a radical business and ICT change programme to deliver better policing services to those that live and work in the West Midlands.
The Police and Crime Commissioner (PCC) has established a team to work with the IIP in order to:
a) Design a new target operating model. Analysis will identify West Midlands Police (WMP) capability requirements in its people, information, communications, customer relations, resources, business improvement and technology. The optimal alignment and organisation of these capabilities will be configured to meet WMP’s service responsibilities and strategic objectives;
b) Identify and scope the change programme required to service the operating model;
c) Jointly manage the implementation of the change programme.
The change programme could be delivered either by the IIP acting as a prime contractor or managing agent for the subsequent procurement, design, implementation, integration and management of third parties.
The appropriate implementation route will be decided on a case by case basis.
The IIP will be accountable for the implementation and integration of the new ICT required by the Force. The IIP may also have a role in the management of ICT services. Implementation of this element will take place either, by the IIP or itself or, through the use of sub-contractors.
