Description of the contract

The Review will report and make recommendations on the following areas: Structure (a) Assess different regulatory business and delivery models, their benefits and costs (sufficiently flexible to meet changing business needs, a reducing resource profile and the need to drive down central costs whilst placing regulation at the heart of the Commission’s enterprise). Explore, in detail, options most suitable for the Commission. Activities (b) Identify existing activities that we can stop, transfer or deal with in an entirely different way. (c) Assess different regulatory casework models and their benefits that address existing weaknesses (for example, slow to act when investigating regulatory concerns, poor use of information to assess risk, does not do enough to identify and tackle abuse of charitable status). Explore, in detail, options most suitable for the Commission. Proactive Regulation (d) Strategy for developing the Commission’s regulatory agility (proactive rather than reactive regulation), including threats, opportunities and cost. Management Capability and Skills (e) Review and assess the Commission’s existing management capability and skills base, identifying areas where it is strong and where it is weak and needs to be developed.
