Scope: Ashford Borough Council is seeking a Contractor for the implementation of car park resurfacing at the Undercroft car park and peripheral areas at the Civic Centre, Tannery Lane, Ashford, Kent. TN23 1PL. This includes 2000m2 of resurfacing in a height restricted area (2.1m) The value of the work including traffic management is expected to be in the region of £60,000 with work commencing on site November 2015. The works will include; – Planing (nominal depth of 40mm) and resurfacing the surface course to the car park areas below the Civic Centre in asphalt concrete material (approx. 2000m2) in a height restrictive areas (2.1m). Laying of new asphalt concrete surface course to the parking and circulation areas. Adjusting of manholes and access chamber covers affected by the works. Re-lining as per the existing car park layout. – Planing and resurfacing the surface course to the car park area by the Civic Centre in asphalt concrete material (approx. 500m2) Adjusting of manholes and access chamber covers affected by the works. Re-lining as per the existing car park layout. Nominal depth 40mm. Laying of new asphalt concrete surface course to the parking and circulation areas. This will include the temporary relocation of the Driving Instructor Bays. – Planing (to a nominal depth of 100mm) and resurfacing sections of the access road (Tannery Lane), to include surface and binder courses in asphalt concrete materials (approx. 300m2). Re-lining as per existing. – Traffic management for each phase of works will be an important part of the works to maintain access for delivery and managing movements through the existing car park. Expressions of Interest: The attention of interested parties is drawn to the aim of this notice, namely to compile a shortlist of candidates (3 No.) selected on the basis of the information provided in response to the attached Suitability Assessment Questionnaire. It does not guarantee an invitation to tender. Suitability Assessment Questionnaire (SAQ): Constructionline registered; If you are already a member of Constructionline (a register of pre-qualified contractors and consultants) or become Constructionline registered prior to the SAQ deadline, you can provide us with your registration number and brief company details (Section 1.1 on the SAQ attached) then skip the core questions and go straight to the project specific supplementary questions at the end of PS-Q1 to PS-Q8. Please ensure that your supplier profile contains the relevant work category of Asphalt Surfacing 45233200-1 Not Constructionline registered; Contractors who are not Constructionline registered, and do not wish to do so, will be required to complete the attached SAQ in fully and supply all requested supporting information. ALL CONTRACTORS WILL BE REQUIRED TO COMPLETE Section 1.1 – Constructionline Registration Status and Section PS-Q1 to PS-Q8 Project Specific Questions in the attached SAQ and return as part of your expression of interest by the date detailed below. SAQ Evaluation: Constructionline’s selection process and responses to the questionnaires will be used to draw up a shortlist of no less than 3 potential suppliers who will then be invited to tender. Potential suppliers will need to achieve a minimum score of 60% for the Project Specific Questions to be considered further. Other questions within the SAQ will be marked on a PASS/FAIL basis and a supplier maybe excluded for the process if a fail is scored. Contract Award: The work will be awarded to the supplier who submits the Most Economically Advantageous Tender, and also evaluated on the suitability of traffic management proposals.
