The Council is conducting the procurement using the restricted procedure in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring care and support services for people with a learning disability living in schemes already established in Salisbury.

This procurement is being undertaken in accordance with the light-touch regime (LTR) rules (PCR 2015 74-77). The Council therefore confirms that the LTR OJEU threshold and timescales apply, as does certain flexibilities with regards to the tender selection and award that are specified within the ITT documents.
